01 — The rankWhat this grade asks of you

The Kukkiwon interval from 2nd to 3rd Dan is two years, not one, and the reason is not administrative. At 1st Dan a candidate proves they can perform. At 2nd Dan they prove they can transmit. At 3rd Dan they prove the material has become theirs — called at random, under fatigue, on either side, with no demonstration to copy.

How this relates to the 1st – 2nd Dan syllabus

The 2025 WTM Dan syllabus was titled *1st – 2nd Dan* and merged both grades into a single requirement set, listing Koryo and Keumgang together and stating that Poom converts to Dan automatically. They are separate ranks and are separated here.

Intervals follow the Kukkiwon convention that the wait from Nth Dan to the next is N years. Third Dan is the last grade before the Master ranks, and this syllabus is written on that basis.

What the panel is actually asking

Across this whole grading, one question: would we be comfortable with this person running a WTM class without supervision, in another country, representing this school? Everything in this document is a way of answering that with evidence rather than impressions.

02 — Poomsae · FormsTaebaek 태백

Taebaek is the ancient name for Mount Baekdu, the peak on the northern border regarded as the birthplace of the Korean people and the site of the Dangun founding legend. The name means *bright mountain*. The form is about sacred, luminous clarity — technique with nothing hidden in it and nothing wasted.

Taebaek opens with Sonnal Arae Hechyeo Makki, performed slowly. A candidate who rushes it has told the panel, in the first two seconds, that they do not yet own the form.

04 — KibonHand & combination techniques

Six combinations, 2D-1 to 2D-6 — the set a 2nd Dan performs when testing for 3rd Dan. Every one is examinable, and the panel asks what a combination is for as often as it asks to see it: a candidate who can perform six sequences but cannot say what any of them answers has memorised choreography.

READ BEFORE TEACHING ANY OF THIS. Steps marked indicated are placed at the line and stopped. The throat, neck, temple, eyes and spine are never contacted, at any speed, at any rank.

Knee and elbow techniques are delivered to a held pad. Never to a partner, including to the thigh. Sweeps and takedowns are performed on a matted surface with the partner controlled to the floor and never released mid-fall. Joint techniques are applied slowly, taken to the point where the partner signals, and stopped there. The tap is absolute.

Middle reverse punch Under-13 Poom candidates substitute a Momtong Bandae Jireugi for any elbow, knee, neck-line or joint element and lose no marks for it.

The idea

The idea
The block is the wind-up. Dropping the weight through the low block loads the punch; the punch loads the hip; the kick then turns against that hip. Reversing the rotation is the whole point of the sequence, and it is the rule the candidate is being examined on.

Fails when
the punch and the kick share a rotation direction. The tornado then has nothing coiled to unwind and becomes a slow spin in the open — visible, readable and easily countered.

The idea
The whole distance is closed in one beat, an elbow lands, and the answer comes back down the middle. The supporting block exists for exactly that moment. Scored on step 3 — the block that holds under pressure at close range, not the elbow that preceded it.

Fails when
the supporting arm is along the blocking forearm rather than linked into the crook of it. It then braces nothing, and the block folds under the first committed attack.

The idea
Two-directional from the first movement to the last, and assessed on the standing leg from step 1 to step 3 rather than on the arms. The candidate never lowers the leg between the block and the kick.

Fails when
the foot touches down between the block and the kick. The sequence is then two easy movements instead of one hard one, and the demand it exists to test has been removed.

Programming this bank

  • Instructors learn all six before any one of them is taught. An instructor teaching a combination they learned that morning teaches it wrong, and it takes about three cycles to unteach.
  • At Dan level the candidate has two years — roughly one every two months, with review cycles. A short bank is not a lighter one: fewer sequences means each is expected to be deeper.
  • Drill by code from the beginning. A candidate who can only perform a combination after being talked through it has not learned it.
  • 2D-5 is drilled slowly for a minimum of three sessions before any speed, and never at speed with an unfamiliar partner for the first time — it closes the whole distance in one beat.
  • Pair each with the hosinsul theme it supports. Weapon defence is not drilled from this bank; it is covered in the hosinsul section, where the escape-first rule governs it.
  • Review after one cycle. If a combination is not landing across the whole class, the sequencing is usually the problem rather than the combination.

05 — Kyorugi · SparringSparring

All sequences are written by the candidate, submitted at least seven days before the grading, and defended orally.

How the written sequences are marked

On the reasoning as much as the execution. A technically clean sequence the candidate cannot justify scores below a plainer one they can. "That is how I was taught it" is not a defence at this grade.

Free sparring

  • Contact and round length per age band. Mandatory equipment; concussion protocol applies on grading day without exception.
  • Two-on-one and three-on-one, assessed on movement and angle rather than scoring.
  • One round with a panel-set constraint — announced on the spot.
  • One round against a fresh opponent brought in at the end, when the candidate is tired. This round is scored.

Corner coaching

The candidate coaches a colour belt through two rounds in front of the panel.

Why this is examined

A 3rd Dan is the most technically dangerous person most of their students will ever meet. The grade should therefore test judgement at least as hard as it tests technique. A candidate who resolves all three scenarios without touching anyone scores full marks.

Weapon defence — mandatory framing, stated at the start of every session

Training knives and padded sticks only. No live blade is ever brought onto the WTM floor.

Disengagement and escape are the primary response. These techniques are a last resort against an attack already in progress. Nothing in this syllabus is legal advice on the use of force in Jamaica.

At 3rd Dan the candidate is additionally examined on recognising when escape was available and choosing it. Choosing to fight when they could have left is scored down.

07 — Kyukpa · BreakingBreaking

A candidate training under the para pathway, or with a documented injury or medical restriction, is assessed against an equivalent standard agreed with the Head Instructor before the grading. The adapted standard is a full pass, not a concession, and is recorded as such. WTM is affiliated to World Para Taekwondo. A syllabus with no adapted route is not a complete syllabus.

12 — The intervalThe two-year interval

The interval from 2nd to 3rd Dan is where most black belts quietly stop improving, because the syllabus that structured everything up to now appears to have run out. It has not.
